Is preparing the physical infrastructure for Commonwealth Games in Delhi enough to promote vibrant India?

What about the social infrastructure like Civic manners of residents of Delhi, Women security, people following traffic rules, pollution free enviorment, clean neighbourhood, better transport etc. Why there is no initiative on this front from common citizens of Delhi.
