I like a guy at my university.?

Ok so here's the deal. He's not exactly just any guy..he's the president of our Student Government. A month or so ago, I've been appointed secretary of a committee that he is in so I got to see a lot of him. Plus my office for the committee is right next to his. I know him on a professional level and he also makes fun of me sometimes but respectfully if that makes any sense lol. Above all, he's very kind and sweet. The other day, he winked at me when I said hi. =| LOL. Plus, he keeps saying that I'm doing a good job and complements me and stops by to talk to me in my office (to ask questions, not to chat). But I still can't figure him out. I mean I know he's just being nice and I do the same. I'm just lost and I need to know whether it's admiration he's implying to me or respect. Even if I wanted to be his friend at least, it's hard because there is this boundary of..I don't know what to call it lol. Anyways, I hope you're not confused by now. And thank you. =)
