So, did Luke (or whoever the author of Acts was) make up accounts of Paul's miracles?

I guess he thought that the ends, encouraging the early church, justified the means, lying? How often does stuff like this happen with Christians? If Paul consented, was he also a hypocrite for lying? Didn't he mention the "signs and wonders" that he said the churches he was writing to witnessed him do? Was it like Benny Hinn where it was a placebo affect or sleight of hand?
