Do I have conditioner buildup?

My hair is quite fine and somewhat wavy, but if I let it just air dry after I wash/condition, it gets really frizzy. I used to use Infusium 23 but lately, I've had to apply it as much as 4 times in one day to make it really work! So I decided to put conditioner in my wet hair after I showered, and it worked amazing, leaving my hair glossy and straight but not greasy. I thought I'd finally found the perfect solution. That was two weeks ago. I just did it again today and my hair ended up being frizzy again. How can I get my hair to be shiny and sleek? I tried Bed Head Control Freak which got rid of the frizz but left my hair dull. Any ideas?
