Are there other organizations in the US that publish flood plain data besides FEMA? Preferably in a GIS format?

I need flood plain data in a GIS format. I specifically need Caddo, Red River and Webster Parishes. FEMA does not have data for these parishes, so my question is "Where can I get the data for these parishes?"
